When is it permissible to transmit messages encoded to obscure their meaning?

Coded messages meant to hide their meaning are allowed only when transmitting control commands to space stations or model craft (FCC rules 97.211, 97.215, and 97.113). Common digital modes are not considered secret codes because their formats are public.
