Who is accountable if a repeater inadvertently retransmits communications that violate the FCC rules?

If a repeater accidentally passes along a rule violation, the control operator of the originating station is accountable (FCC rule 97.205). The person who sent the signal is responsible, not the repeater owner.
Tip: The person who transmitted it owns the violation.
